940 overheating?

Anyone have an idea, why my electric cooling fan will not turn on when it needs to?
I have replaced the electric temperature sensor in the radiator. That seemed to make a difference at first.. When the car got stuck in traffic, and would heat up, the electric fan would kick in, while the temp gauge showed dead center normal. Now some of the time, the fan will not kick in unless i put the car in neutral and slightly rev the engine up. This kicks the electric fan on, then shuts off normally. This is happening when the engine temp gauge is rising above normal dead center area.....Any help would be appreciated.
