Vacuum problem for dash vents 900 1994

I have cleaned the black & white one-way vacuum valve under the hood...it works fine. I do not hear any vacuum in the interior and have checked under the hood for bad hoses , cracks, cleaned hoses... etc.. The obd is running 1-1-1 with the Regina F.I. system.
My problem is that the vents on the dashboard open sometimes for the A/C to blow out but sometimes they do not.
