Transmission or Tourqe Converter 900 1993

I have a 93 940 non turbo. Recently it has had trouble with reverse. When putting it into R the car would hesitate engaging and then when it would you would have to rev it a little and it would catch then go into reverse and act like the brake was on too. Then I noticed while on a hill, instead of putting it into reverse, I put it into neutral expecting to coast back easily but to my surprise even in neutral it had that "brake is on" feeling. I took it to my bud who did the trans flush (the correct way). Unfortunately it still exhibits the reverse issue. is this automatically the trans or could it be the torque converter??
