940 Runs Poorly 900 1992

I have 1992 940 that i recently purchased cheaply as a non runner. The previous owner thought it had a bad head gasket as it would not run very well. I pulled the head and the gasket was okay but there were some burned valves. Repaired the head and put everthing back together. Tried to start it and it will start but runs very poorly. I checked the timing and it looks like it is way retarded, about 15-20 degrees. From what I understand about the ignition system on this car, it seems the only way the timing can get off that far is if the sensor plate on the flywheel was damaged.
