Power Window issue 200 1989

I have a 240 DL Wagon which has an AC Compressor that's seized and power windows no longer working. This combination is a show stopper in Southern California. I'm not worried about the AC compressor...I can let that go. HOWEVER, I need some help getting the windows working.

I think there's a short somewhere because when I replace the fuse, it burns out. Is it cheap and where can I have the wiring harness replaced? Along with the windows not working, the heated seats don't work either.

I have surfed the site and I see that electrical issues seem a little common. I figure that since the insulation is probably wearing out, it's time to replace it.
