95 960 Sedan Parking Brake Crisis! S90-V90

I have my 95 960 sedan in for a major rebuild of the suspension anf the parking brake. The suspension front and bak went in ok, but the parking brake is another story. I replaced the left and right cablesm, the centre cable, clips and expanders, spring clips all new volvo. oem.

The right and left cables are in, This is being done be a good Volvo dealer, who has good techies. But they said they are having great difficulty as the shoes seem to be pushing out, which will be like them being on all the time. Plus they will wear out immediately, and I will get crappy gas mileage.

Any idea what could cause the emergency/parking brake shoes to push out as if on? This is a bit of a crisis because they are charging for the time it takes, and may not know how to fix it. I am to check in tomorrow morning, so i really have to get an idea of the cause so I can help a bit.
