240 - wiper issue

I purchased my 1990 Volvo 240 with out a wiper switch, so I picked one up on ebay and installed it in 5 minutes. Now, only the max speed and fluid spray work. Would the first thing to replace be the wiper relay? It seems unlikely that its the switch, as it clicks into all the spots nicely. Also, are wipers on 240's really loud? Mine sounded pretty brutal!
