Intermittent loss of power and RPM dips 700 1991

1991 Volvo 740 Turbo (California)
Gas tank full
Brand new fuel filter (tough job, had to hacksaw the old one off !)


-When crusing on freeway, occasionally feel a loss of power and RPM will drop for a few seconds (2500 drifts down to 1900) and then come back up
-If I was to describe it, feels like I am running out of gas. But who knows ...
-When driving at parking lot speed (5 mph) and turning left to park, occasionally feels like car is going to stall or cut out, but never does. RPM will go very low and erratically drift up and down b/t 300 and 700 for a bit, but eventually will be fine.
-And on inclines or small hills, notice loss of power/RPM dip
-When I am moving at say over 50mph and there is a small dip or rise in the highway that causes the car to fall and rise
-Never have problems starting car


From all my readings, sort of think my intank fuel prepump is bad. Or its feeder hose is damaged, its filter clogged up.
