I cut-pasted, then read the other replies.

If no relay action, test 12 volts present between 15 and a chassis point NOT 31, then to 31's point. Then test with power off for continuity between 15 and 86 with the switch closed.

Your 4th gear switch is probably not closing. You should have zero ohms when in 4th gear between 85 and any metal chassis point. Pulling shifter back and to the right sometimes makes contact if 4th gear switch is not too far gone.
