Intermittant ABS activation 200 1993

Looking for input on the cause of an unusual problem with my ABS brakes: I'm getting a brief activation (rumbling/pedal vibration) of the system on the first one or two applications of the brakes after starting off. This happens just before the car comes to a complete stop at less than 5 mph wehn I'm backing out of the driveway in the morning. It may also do it at the end of my street where I have to come to a stop. This usually only occurs after the first start-up of the day, or if the car has been sitting for several hours. After things get warmed up or I drive a mile or so, the problem disappears. The brake pads are new, calipers don't seem to be hanging up. Nothing else obvious, but the system seems to be sensing an imbalance.
