Repair of energy-absorber bumper brackets? 200

A distracted driver clipped the front of my '85 245 last week, yanking the bumper clear off the car. Half of the "energy absorber" brackets went with the bumper, the other half stayed bolted to the car, and a greenish liquid spilled out. The body shop estimate includes one hour labor and no parts to "repair energy absorber". When I asked them to explain, they say they just put the two halves back together and it will work. They claim they are "helping me" by keeping the cost from getting close to the car being considered a total loss! I doubt seriously that putting the two halves back together will ever work as it did before, any comments?
