in tank pump question???? any help 200 1984

the main fuel pump is getting air locked most of the time(engine runs rough, stalls, low idle, idling problem, noisy main pump). changed the level sender unit, but before putting it in, ran the in-tank pump in water and noticed that water was coming out of one of the connection terminals. is this normal or is the pump pouched???????
