Front Caliber Guide Pin Question 900

I just replaced the front pads and rotors on my 1996 960 and I noticed the front paads where dragging, so much that I couldnt spin the tire by hand. Is this normal? I dont know if the rotors and pads have to wear down a bit. I took the whell off again and removed the caaliber braacket. My question is are there two guide pins per caliper? The top pin moves freely but the bottom does not move at all. Should this move? The same is true of the other front caliper.
