Front End Vibration Problem in Steering & Pedal with Voxx Wheels 900 1993

Hi,

I have a 1993 940 Turbo Sedan with 130K. I have 6 month old new Michelin tires, brand new engine & transmission mounts. a new ball joint on passenger side. The strut mount and strut on the driver side was just replaced and I still have a front end vibration in the steering wheel and accelerator pedal as you increase speed(it starts to vibrate at about 40 mph). Since I bought the new Michelin tires I've had it balanced twice and the wheels rotated 3 times and still have not been able to solve the vibration problem.

I suspect that there is a problem with the Voxx wheels that are on the car and right know I'm not sure what to do about the problem. Should I buy new Volvo wheels? Can I fix the Voxx wheels to make them true?
