I pulled the original ICU and while pushing the sleeves to the base of the pins, I noticed that pin #5 was loose and could be wiggled. I do not know if I knocked it loose or if it was loose when I bought the car. I know that I didn't notice a loose pin when I first intalled the sleeves. On the other hand, it is quite possible the a compromised pin 5 was the non obvious original problem which then prompted me, and others before me, to poke and prod the connector to the point where the connector itself became compromised. I don't think I will ever know for certain.

I swapped out the ICU and soldered in a replacement ICU connector and viola, it fired right up.

Intermittent problems are the worst. Especially the ones that leave you stranded on the side of the road. I’m glad to have this one behind me.

I could not have solved this without the assistance of the folks here on brickboard. I would especially like to thank Bruce Young and Mario for their knowledgeable guidance and Ron for hooking me up with a replacement ICU.
