940 will start and run fine with started fluid, but not w/o 900 1991

Hello, I have been working with my 91 940 turbo. She will start with starting fluid. Will start a couple of times after that without it, but soon needs it to once again start. I fave recently replace the following parts:

-Two new fuel pumps (no fuel pressure at the time)
-new fuel pump
-all new fuel lines
-Fuel pressure regulator
-new plugs
-new wires
-new plugs
-new air mass sensor
-cleaned idle control valve
-all new vacuum hoses

I had the mechanic at the motor pool tell me that maybe the fuel mixture is set too high and the new wires gave it the spark it needed to have the car running for a few weeks. She does appear to run rich. Any help would be greatly appreciated as I would like to save my pride and not take her to the shop.
