blower fan speed 200 1989

Hi, all...

I'm a new Volvo owner...just adopted a 1989 245 with 312k on it...looks and drives like a car half it's age. I've been searching the forums to find an answer to this question, but have been unsuccessful so far. I've noticed that the heater blower fan is always on, even when the knob is all the way to the left. Turn it to the first position, fan speed does not seem to change, but turn it to the second position, and it increases in speed. PO replaced the blower fan...is it possible something got installed incorrectly when it was repaired? or is this normal? Thanks in advance for any help, and thanks for this excellent resource - I used BB to help convince my wife that a 20-year-od car with 300+k on it was a good choice for a family wagon...
