Quite possibly the Fuel relay is defective or not getting energized, or maybe the 25Amp blade fuse (that feeds the Fuel relay) near the ignition coil is corroded.

You can temporarily bypass both of these known suspects by connecting a jumper wire from the LEFT side of any fuse 6-10 (voltage source) to the LEFT contact for fuse #4. The voltage there will go to both pumps, just as the relay should do it.

Be ready for a little sparking, and for the pumps to run immediately. Turn the key on and try starting. If it runs, then it's most apt to be either the 25A fuse or the relay, although sometimes that ECU fails to enregize the Fuel relay when cranking.

Note that the Fuel relay must be in place. It's two relays in one, and the System relay (which hardly ever fails) must be there to power the ECU, etc.

Note also that fuse #6 is not wired to anything on your car, contrary to the cover label. It's used in a different FI system in some foreign markets.
