1990 Volvo 740 GL will not start, leaks fuel from exhaust manifold 700

1990 Volvo 740,GL model, nonturbo B230 Engine, 200,000 miles, Regina ignition

It will not start. It quit while driving on the highway. I had it towed home. Since then I have almost gotten it started.
I left it sit overnight and when I first tried to start it, the engine fired on about 2 cylinders and quit. Then it floods.
After cranking it more, it leaks gas out of the exhaust manifold below the passenger compartment floorboard.
1) I sent out and had all 4 full fuel injectors rebuilt. 2) I have confirmed that all 4 fuel injectors are getting power
3) I have confirmed all 4 spark plugs are correctly placed in the correct firing order 4) I have confirmed that I am getting a spark.
5) I changed the fuel filter
6) I have cleaned the throttle body.

It still will not start. The fuel lines appear to be intact from the fuel tank up to the engine.
The fuel is not leaking out of any fuel lines.
