Seat Heater 200

I just dissasembled my drivers seat and fixed the split wires and properly repositioned heating wire loop with lots of electrical tape at many multiple points. 1990 volvo 240 sedan. Put it all back together and I dont think it works. My switch was filthy and I took it apart and cleaned it, there was no bulb for some reason. However when I flicked the other switch, passenger side, it now lights up, when before it wouldnt. I turned on both seat heaters and nothing seemed to happen.
My question does it have to be cold for the heated seats to work. It was about 75-80 degrees when I was working on it. What else do i need to do, besides checking the fuse(my fuse box is zip stripped shut and I ran out of zip strips so I didnt want to cut it tonight) and check for power at the connector which comes out of the carpet. Do both seats need to be in working order for just one to work?
How fast do they warm up and do they get noticebly hot?
