Wire Identification 200 1985

The first two make sense, but I'm not sure about the 4 pin - is there a reason the cruise control wiring would run to the back of the car and hook into a relay? Also, my donor car did not have cruise control, so I'm guessing this must be something else... is there anything else it could be?

I thought it might have something to do with the fuel pump because currently I'm not getting pump prime when the ignition switch hits "ON", and the car is not starting...
