89 no start: starter? 200 1989

My 89 has been acting up and slow to start for about 2 months.
Once it died while driving, first no click, but on second try restarted promptly (perhaps unrelated to current condition).

Today after driving 10 miles, I parked the car, came back 10 minutes later: no start. Dead silence, when I would turn the key in the ON position, not a click, nothing.

Try booster cables with another car: no start. Dead silence.
Shifted to 2nd gear, pushed the car a bit: started immediately.

Drove 10 miles. Stopped. Turn off the engine. Turn the car back on, all seems fine except that she is a bit slow to start (parked the car at the top of a hill just in case...).

Since no clicking is heard, is this a starter problem?

Is the starter going south? SHould I just replace the starter?

What seems to be the issue?
