940 Steering issues 900 1994

My wagon has 250k miles on it and has some rattle in the steering of rough surfaces. I jacked up one side and checked tie rods for play and repeated for the other side. Both sides seem to have the same amount of play at the inner joint. Both outer tie rod ends seem to be tight. Do I have inner tie rod problems or maybe something in the steering rack itself? Will duct tape fix it?
