Replacing a Starter 200 1988

I can not get either bolt to come loose no matter how much effort I give it.

Is this normal? I feel like I need to use Vice Grips to break the bolts loose but there's no room to do that.

Are the bolts 18mm or 19mm? None of my tool sets have 18mm sockets but the 19mm seems to fit.
