164 low idle and hard start 140-160

It has dropped down into the 20's here in the Pacific Northwest in the mornings and my 164 doesn't much care for it. It fires and struggles along and dies several times before I can coax it into staying running and then it has a real slow lazy idle. Having trouble shot my 280z (which came in a box)I am guessing the cold start valve isn't working for one. I read through pages of archives and it sounds like the auxilary air valve may be suspect but I didn't come across a test for it.

So, how do I test the cold start valve and how do I test the auxilary air valve? or do I need to look at anything else? The car could stand a fast idle to get it warmed up quicker. Other than being a complete toad off the line (stop lights etc), it sure seems to be a dandy find!
