Rear window defroster grid spotty on 92 940 900 1992

Hi,
I'm working on bringing our "new" 92 940 into shape and have noticed the rear defroster grid is spotty. Only about the top third heats. There are a couple of spots in the lower 2/3 that get really warm at the extreme edge of the passenger side. The hot spots are where there is some kind of edging around the window. The rest of the bottom doesn't heat.

A couple of questions:
1) The heating grid is different than on our 240's. Is it embedded in the glass somehow or is it on the surface and repairable with a rear defrost kit?
2) Any thoughts about what would cause this spottiness? I can understand a broken trace would stop a line(s) from working but to have only one edge working doesn't make a lot of sense to me. I'm obviously missing something.
