stumped on dead odometer 200

today the odometer on the 92 240 stopped dead.
i figured it was a broken wheel removed the cluster inspected and all wheels are perfect. no debris anywhere and the motor tests full function at 84 ohms (normal is 80-90ohms).

i have a few extra gears sets so i switch in known good ones twice with no effect.
still dead.

i am told that the 3 most common failures in order of likelihood are: bad gears, bad motor and rarely bad chip (the charcoal inch long rectangular chip on the motor side of the board. there is no test as i know of for this.

any diagnostic ideas entertained.
