another rough idle question (wiring) 200 1984

i looked at the wiring diagram and went from fuse 7 to the input pin to the relay for the main fuel pump. open wire. but when i short out the fuel pump relay, the main pump works. i pulled the fuse #7 and main pump still runs. i'm wondering if they modded the wiring or is this normal or is there a different wiring diagram. from the one i'm looking at, feeds the air bypass Vv also.

any ideas
