ECU Issues 700 1990

I need some help with an ECU issue...

I picked up a 90 744T that wasn't running, and swapped out all of the parts that would cause a no start. CPS, FPR, RSR, AMM, and last, ECU (563).

None of this worked, until I tried a N/A 951 ECU. The car started right up! Runs good too.

Can anyone tell me why this car runs with a NA ECU, and not with a known good turbo ECU? Do the fuel injectors have a different ground path or something?

Any help with this would be appreciated, as I don't want to blow the car up by running lean wiht the 951...
