940T long cranking time on cold engine 900

My '93 945turbo with 198,000 miles takes 10-15 seconds of cranking to start. I thought it was the fuel line check valve, so I replaced it last Saturday but it didn't solve the problem. Generally shutting off the key and trying again works better than just releasing the key from the start position (not turning completely off) and then turning to the start position. I can hear the fuel pump run for a couple of seconds when I turn the key on. Fuel filter has been replaced. Spark plugs and wires are in good shape. Any ideas on where I should next focus my efforts? Thanks.
