Heater problem. B18 444-544

I can't seem to get any heat! I've by-passed the heater control valve, and still no luck. Hot water comes up the pipe and hose at the back of the engine block, and when I connect to the heater box, it circulates thru to the return pipe, but comes out barely warm. I can blow air thru the heater box and water spurts out, so it's not blocked. Also I can blow thru the return pipe. Any ideas? Also what is the correct hook-up for the hosesat the valve and heater box?
