Voltage question 200

Quick question:

I start my car up and the wee accessory voltage gauge jumps up to ~14V region (toward the right side of the 'VOLTS' label). As I go along, the voltage measured slowly decreases until it settles to ~12.5-13V on the left side of the 'VOLTS' label. I haven't changed the electrical load in that time. Alternator belts are new Contis, tightened to within 0.5-1cm 'give' spec, though this was taking place with previous, older set as well. Alternator bushings are good.

Thoughts? The searches I've tried haven't turned up the appropriate thread to answer, though I'm sure it's here somewhere.
