Winter tires Sizes 900 1995

Recently I decided to mount four winter tire ons size down to 185 65R 15. from a 195 69R 15. Now my Question can this rim be able to fit and use normallu. Can anyone clarify this tire size versus rims. The rims ar steel stock 15' Why would 3/8 or 10mm make a difference
