How to lower rear seat in 87 wagon. Latch not working 200 1987

I can't lower the fold down rear seat in my wagon at the moment. The latch "feels" like it is working. Driver's side disengages and I can pull that side forward about an inch and a half. The passenger side won't budge.

Bentley doesn't address this as far as I can see, and I can't find an answer in the archives.

I can't immediately see how to stick a screwdriver in there and trip the catch on the passenger side.

Is there a secret to this?
