Installing "Volvo' hood letters after letter holes have been filled in :( 444-544

Hello All,
I got a nice set of letters to install for the hood of my 445. The problem is the p.o. filled in the holes before he painted the car. :(
Any tips on how best to redrill these holes so the letters are located as close as possible to their original location? I removed the front grille & can see where the fill is but I don't drink drilling from the inside out would be successful.
Any thoughts? I want to do this right.
