Front Brakes won't stop squeaking! (Disc brake upgrade) 444-544

I did a disc brake upgrade on my 444, and it has been squeaking ever since. The rotors were turned, the pads are brand new, everything works great. But they squeak! I have taken everything apart, I have checked everything three times. The rotors look great, the pads are wearing nicely, there are no signs of anything wrong. I originally had the "non-squeak" shims which came with the pads, I have removed them and tried silicone instead, no luck. They only squeak at very low speed, when I am coming to a stop and applying brake pressure. It is only as they come to a complete stop, the last fifteen feet before. Anybody have any suggestions? Could it be the pad compound? Should I try different pads?
