I assume you have removed the ashtray and it holder and are looking for room to get your hand in there...

Remove the surround panel from the cigarette lighter and see the phillips head screw inserted on an angle. Remove that screw. Pull that side of the entire storage box towards you and when you get it out far enough move it to the left to release the right side.
