Headlamps cut out, flaky relay? 200 1979

Last night coming home, my headlights and instrument panel lights cut out suddenly. I was able to continue to drive by pulling back on the high beams and flashing my hazard markers. After about five minutes, the headlights and instrument panel came back on. I think I'm dealing with a flaky relay. Turning the headlight switch back and forth didn't help at all during the blackout. Am I on the right track?
