Discussion - No start after doing a bunch of stuff 700 1991

Sounds to me like a serious ground or lack of power.
I would expect a short between circuits.
Maybe a bunch of bad grounds are causing low voltage to the wiring in the dash.
I don't know why the wipers are going, but they shouldn't be.
Does the horn work? it runs off the wipers.

how about a jump start? I would look for wiring issues first to avoid burning up something.....

What all was done on the car? Are you able to check the engine codes? Is it the main or in-tank pump making noise? The ECU is the controller for the fuel pumps, and should only turn on the pump for a few seconds.
