Half of embedded rear defroster working? 900 1992

Hi,
I've got a 92 940 that seems to have only the top half of the rear defroster working and the top half doesn't seem very strong. Additionally, the edge has warm spots near the connector and about halfway up from the connector.

I'd disassembled the rear interior of the car to have access to the connectors and everything looks ok and seems to test fine. I've got a good ground and power.

So, I'm thinking something is wrong with the window. The wires appear to be embedded in the glass so the paint on repair won't work. How do the embedded wires run? I'm guessing they either come out at the end and then route to the soldered on connector somehow or they route through the glass to the connector area and come out there?

Anything that I am missing here? I'm not sure it is worth replacing the glass over but I'd really like to get it working before winter.
