Ignition vs Neutral Safety switch? 700 1991

Similar to Randy's jumper wire (which made your starter work) Volvo has provided a "Service Socket" under the hood for remote starter operation. See photo:

The Service Socket connects to Starter terminal 50 by way of the Neutral Safety Switch (NSS) if car has Auto Transmission.

If a jumper wire from Battery + to the Service socket energizes the starter, then the NSS must be OK, leaving the Ignition switch as the likely cause of your starter problem.
