A Solution?

In PA we have whats called enhanced safety inspection. If you apply either for abandoned vehicle title or try using the bill of sale and doing a pre enhanced safety inspection you may get it approved from Penndot. There should be local shops authorized by the state to perform this specific inspection. It usually costs about $200 to get it done.
