OD question. 200 1989

I've lost OD on my wagon. I can hear an audible click from the OD relay and the arrow light illuminates as it should. Does this mean for sure it is the OD solenoid. I've taken a look under the car and the wiring looks good from the solenoid to the shifter. Fuse is clean. I know for sure the solenoid bolts will be a pain to remove because of there location and the fact that I live in the rust belt. I've read that 90% of OD failures are relay related. Any suggestions for troubleshooting. Thank-you
