power steering pulley installation nightmare. 900 1997

Im replacing the power steering pump, got a refurb without the pulley on it. So I had to use my old one. Got it off with a pully puller easily. BUT I cannot for the life of me put the pulley on the new pump. The pump came with a kit (bolt/nut/washer) to push it in and I am using it correctly. The pump shaft gets half way to where it should be then stops.

Using huge amounts of leverage and even commiting the bad of putting the pulley in a table vice. I put wd40 in it and grease. I even did some sanding of hole in the pulley. The pumps look the same I just cant figure it out. I wasted hours, if anyone can offer advice or support it would be MUCH appreciated.
