Leaky Heater valve or hot dash? 700

This isn't really a problem, but eventually I'd like to fix it if I can...
740 with a typical black dash.
I don't mean the heater valve leaks to the outside and dumps coolant, I mean leaks water past when it's "closed", and I notice that it's vacuum controller and only closed when under vacuum.
The vents seem to constantly blow slightly warmer than the outside air.
I was just wondering if this happens to everyone or if it's a leaky heater valve letting just a little heat through. If it's normal, then perhaps the black dash is always warm enough to pre-heat the air for us, or there's some sort of radiant heat coming through.
