Volvo wiper control arm 200 1987

It is now the rainy season here in the Philippines. There were a couple of times I used my 240 during a heavy downpour and turned on the wiper to the highest position (one step up from "off"). Wiper arms only moved halfway then stopped. I turned the wiper off and after a few minutes turned it on again, and everything was back to normal.

One time, I tried using the intermittent mode (one step down from "off") and when switched on, the wiper went on continuously, no intermittent. I turned it "off" for a while and then used it again, everything was back to normal.

What seems to be the problem? Inputs will be greatly appreciated.
