940 turbo wagon dead. not turning over. something other than starter? 900

Everything was fine this morning, well it started a little rough but it was COLD. Anyway in the afternoon in front of a clients house I sat cause they didnt show up. I listed to the radio for a few minutes waiting, then decided to go and the car wouldn't turn over. Battery is fine, I tapped on the starter and starter cylinoid no change. What other than the starter/starter cylindoid can cause no start? (there is electricity getting to the starter).

Sorry for the length of tale I just wanted to make sure that I was going after the right fix. : )
