Headlights won't work after blown fuse 120-130 1967

Since my transmission is horrible, I decided I wouldn't need to fix the headlights right now, but going out last night in the car with only the two lower lights really changed my mind.
So over the summer, a fuse went out in my wagon. Recently, a month ago, I replaced all fuses, with the correct amps.
I don't know why the headlights wont work.
When I first bought the car, a year and a half ago, my mechanic who went over the car when I got it, "fixed" the hi/low beam connection, but after that, the headlights would only work on low beam, and not high. But now, after the fuse went out, they don't work at all. Everything else works, horn, dome light, instrument panel lights, etc.
