Is this a flaky brake booster? 900 1995

My 1995 945 turbo wagon will start fine when cold and run fine when warmed up. In-between it will start "hunting" for an idle speed. It will vary between 300 and 1100 rpm. It will not stall and will take off and run fine.

The reason I am questioning the brake booster is that if you press on the brake pedal hard the hunting will quit and it will idle smoothly at 750 rpm.

I have gone through everything else. There are no bad vacuum hoses, dirty egr, etc. that could be causing it. It has had a recent head gasket replacement during which I did all major tune-up and other "while your at-its" (it did this before and after).

Anyone with similar experience or input would be appreciated. I have a known good booster from a 740 (I hope it is the same) but really don't think it is fun to just swap them out to see if that is it.
