Alternator or regulator problem?? 140-160 1971

What car? What you describe is normal. It's much more obvious at idle revs but as you switch electrical items on it "loads" the alternator and makes it a little harder to turn so the revs drop a bit. If you have the idle set to ,say, 700rpm it might drop to 650 or 625 which might make it a bit lumpy especially when cold. Set the idle to the top of the range quoted in the manual and see how that works or set it with the headlights on. The mixture may need a small adjustment too, a little richer for the winter isn't a bad idea.
Ignition light glowing isn't unusual with the Volvo system but it should only be very faint. It will get a bit brighter as you put more electrics on at idle. If the light is quite bright you may find that the fuse box and it's connections, along with the fuses, needs to be cleaned up. Sometimes, just doing this will get rid of the glowing light altogether. Ron K's article here covers it and should inspire you to spend a happy afternoon at the bench.
